In this case, you can continue with your application only. Since you havent paid the fees as well as you havent submitted photo as well as signature, Your form would not have been a final submission. Which means that, you can still upload photo and signature and do final submission which will redirect you to the online Payment portal. There once you pay , your application will be considered for the Upcoming CLAT exam. 

CLAT is conducted by National Law Univerity, Odisha, Cuttack. Due to Lok sabha elections coinciding with CLAT exam dat, CLAT is postponed to 26th may 2019. Also , the LAst date to register haas been extended till 15th april, 2019. You can dowload admit card from 20 april - 25 april. The mode of exam is OFFLINE

Since you are yet to pay fees, you can log in with same userid and Password and continue with your former application. Recheck the details and upload your photo and signature and then pay the fees. Hurry up as it is already march 23 and the applications are open only till 15th April. 
Make sure to check the final application details -  name , parents name etc and then proceed for final process of fee payment.
