According to section 4 of the Right to Education Act, 2009, TC is not mandatory for admission of school students to classes appropriate to their age. The law also directs that such students should be given special training in order to be on par with other students.

However, you are taking admission in college. The college requires TC from school as it is an essential document along with character certificate. If you don't have TC, most of the colleges ask you to submit your original marksheet. This depends from college to college.
