As if you mentioned in the application form that you belongs to OBC then you should upload the certificate as this is a mandatory field.If any certificate was not available then the better option is to choose general category but if you are not willing to choose it then try to contact with the officials who are dealing with the particular admission procedure then they might suggest you other alternative.
