You question does not specify that in what reference you want to ask this .

But I am assuming that you want the income certificate for fee waiver in the college ( eg .NIT) .

In this case you will require income certificate of the current financial year and name should be of your father because they will verify your incomes certificate and they also check whose name is on the certificate and fee waiver is given on behalf of the family income and the head of your family is your father ( or your gaurdian) and they will check your other documents also and general in all the documents father name is mentioned  .
