Ration card is only needed to verify ID proof, if you do not have ration card then you can give any other valid ID proof such as driver license or voter id etc. Just visit the online  portal of your state/district to apply for income certificate. then create an account there and mention your basic details as asked on the window, then you will get your certificate with in 10-15 days.
