As per your question, I would like to tell you that as you have not been able to see the merit list of neet 19, let me tell you that the list was surely not published my nta officially. 

Now it's officially published, so you check out the meeit list of west bengal and apply if you qualify and cross the cut off. Counseling has been going on, if you have good rank, apply for it and try for counseling process. Though thr cut off is high this yrar so getting 500+ is on safe side.

Also depends which category you belong as therr are many reservation policy.
