First and foremost CBSE is very careful and avoids using words like fail for its students to not give them pressure so don't use it. Moreover improvement exams can be only given by students who have qualified or cleared all the papers but are not happy with their scores to improve or build on their previous score and compartmental exams are for candidates who have not cleared or got minimum qualifying marks in one or more subjects.

So I am not quite clear of your worries. Pls correct me if I am wrong. If you have not cleared any paper pls give compartmental exam for that paper you can clear it if you work hard.
