UPSEE authorities have clarified about this. They have said that students not wishing to take rural weightage or dont have certificates can upload a hand written note with their signature that they wish to withdraw from rural weightage or tuition fee waiver and be considered under general category. So now I would advise you to write a note stating this and upload the same.
