You uploaded the declaration form instead of OBC-NCL certificate you uploaded it because it is mentioned in instructions if you don't have certificate issued then you have to upload the declaration in the lieu of certificate.Now you don't need to upload your certificate if you have make it you have to submit this certificate at the time of counselling process

Because at the time of giving declaration you don't had the certificate hence no need to worry
