It would be difficult to tell you exactly as cutoff varies every year and cutoff depends on various factors. However, according to your rank it seems  difficult for admission to government college.
First round of BMLT counselling will be conducted on 19.09.2018 and all qualified students can attend the counselling. So, you can try for admission.
