Actually from 10,000  to 12500 ranks they are alloting seats as state quota that is for Candidates from Karnataka, Tamil nadu and kerala only. As your rank falls in this and you are from Andhra Pradesh, you are under non-regional and may be this the reason you are unable to download the call letter. Its not that there is no chance for you to get seat, by chance if the seats are not filled they will send the call letter.
