In order to appear for NEET you need to fulfill the following criteria;

Attained 17 years as on 31st December of appearing year.

Passed 10+2 from a recognized board with Physics, Chemistry, Biology/Biotechnology and English as core subjects.

PCB Aggregate inclusive of theory and practical needs to be attained against one's respective category, you belong to OBC you should have 40% ,with 131 marks your aggregate comes up to 43.6%, hence you are eligible as long as you fulfill aforementioned criteria as well.

As of now there is no upper age limit, hence no restrictions in terms of number of attempts.
