You haven't mentioned your category. Assuming that you belong to general category considering the previous year cut off you have chances of getting seat in the following institutes which has the fee less than 20,000 per year

• JNTU COLLEGE OF ENGG MANTHANI: ELECTRICAL AND ELECTRONICS ENGINEERING
• K U COLLEGE OF ENGG KOTHAGUDEM: COMPUTER SCIENCE AND ENGINEERING
• KU COLLEGE OF ENGINEERING AND TECHNOLOGY: CIVIL ENGINEERING

Cut off may increase or decrease depending on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc.

Rank in TS EAMCET is 15000 in this rank your marks might be within  50 to  40. In India there is no such college which fees is below 20000 per year. The government colleges take at least 2.50 lakh of rupees for the 4 years course of BTech. So through TS EAMCET as you have  qualify in the rank 15000 so you will get a private college poly engineering course where average fees for 4 years 12 lacs to 16 lacs.
