MMMUT being a solo technical University has pretty limited seats which will not be enough to accommodate a seat for you at this rank.

That doesn't mean that you shouldn't apply for counseling. Sit through it and maybe luck drives in your favour. The cutoff for the least preferred branches like Civil are really fluid and are subject to vacancy till last rounds at times.
