As you have mentioned that your IPU CET rank is 16,000 is which not that bad that yiu won't be able to secure any seat. If we look over previous year's cutoff trend for IPU CET then, you  might get ECE branch in the colleges listed below :

• BVP
• MAIT
• MSIT .

You may also get a seat for CSE/IT in rest of colleges. If you try in spot round then you might get IT in BVP, MSIT too.
