As you have got a high rank it is not possible for you to secure a seat in top 10 colleges. Though you have EWS certificate and have also selected IT yo mght not be able to secure an admission in top 10 colleges. Coming to which is better both IT and CSE are almost the same just the difference is that the CSE has a more wider range of education than IT.
