No, you can't be considered as pass until you get 33 marks in theory exam even after getting full marks in practical exam.Now it will be considered as compartment, That's why you have to give the compartment exam of that subject in which you have got the compartment.You have to work hard and in a proper way to pass in this turn, You should learn atleast the basics and important topics for which there are the chances to come in exam. Then you will easily pass the exam of that particular subject.
