I get 39 in math but also get rt on it can i eligible for b tech in electrical engineering

Yes you will be eligible for joining a engineering college and also applying for an improvement exam.

For engineering you may have to write an exam like JEE or any other exam that your college asks you. And your admission will depend on its score.
