As you have mentioned that your imu cet rank is 3640 which have decent chances to get an IMU college. With this rank you can get admission into TS rahman for BSC nautical science , IMI Noida for Btech and DNS.

But best option will be to take sponsorship and then do the DNS course.

Talking about general category I would like to tell you that you might have scored a rank under 1500 to get a good Imu campus,obc category 2500 and 12000 for SC and ST . I would like to mention that if you want to be engineer then best campus is imu kolkata. If you want to pursue career in navigation or bsc nautical science then you must go for imu Navi Mumbai.
