The 2021 JEE MAINS cut off is somewhere in between 68 and 88 percentile. As you have mentioned that you have scored 41 percentile in JEE MAINS 2021, that shows you haven't scored in the range of cut off percentile. It is almost impossible to get seat in any government college through JOSAA or CSAB your options are very limited but not 0.Best options are Private colleges throughout India, there are thousand of engineering colleges.
Some good private engineering colleges which don't require JEE scores are Chandigarh university , Amity university etc and local Private colleges around you. Another options are applying for BITSAT,VITEEE,LPUNEST etc.
