Hello aspirant,
Hope you are doing well. Yes you may get government seat for veterinary with 421 marks. In general category you need score 400- 420+ in 85% state quota.
Since you didn't mention the name of your state it is difficult to predict college.

Although getting government seat for veterinary depends upon various factors like number of students appeared in the exam, category, region, AIQ rank, state, state rank,etc.

Generally the veterinary cutoff in NEET UG for the good veterinary colleges is around 500+ however the NEET 2021 paper was slightly on the harder side thus we may expect a cutoff dip and there is a slight possibility that you might get the veterinary seat even at 420 marks
