At this score you should chances to get collage is fair.
You should definitely resister for all india counseling to get good collage in South Indian states like Kerala, Karnataka, Maharashtra etc.

can I get into any Government medical College through state quota in bihar(ebc) ?

Shruti dear,it's difficult to get government college in bihar as mbbs seats are limited. you should try for all india counseling to get government college.
