see 60% marks is the generalized requirement to get admission in any college , however marks criteria may change time to time , depends on college authority decision or university norms. however for lower rank private colleges admission marks criteria for 12th course is low. so it is suggested to check the eligibility criteria  before applying. if you have any particular college in mind you may ask in comment section.

Yes you can get college in pune but first of all you have to give jee mains .it basic requirement for b.tech engineering college
