You can directly get admission into second year this is known as lateral entry you have to fulfil their eligibility criteria and along with that you have to give and entrance exam known as All India Entrance Test (ET-DIP) then you'll get admission based on the scores you get in the exam

Moreover according to it's eligibility criteria, you must have passed diploma in any branch of engineering from an AICTE approved institution and must have minimum of 45%.
