With 65.78 percentile your rank might be approximately 3.77 lakh. With such rank it's quite different to get into some government colleges with decent branch. But you can try for some state universities. For example:-

Yes, if you belong to Obc and Sc category. But if you are from general category, it's not possible. You need to score at least more than 90 percentile, for getting government college. If you have low score, go with other good private colleges of engineering.
