See best Govt. colleges are IIT and NIT's so there can be three option either you are home state student or other state student and finally you opt for any other govt colleges

Now that decision also depend whether you want a particular branch or any mere core brach will work though

but your rank seems to me very far in these institutes ...

other IIIT or GFTI may be option with you
