No, it is not mandatory to repeat whole class 12th in order to be able to increase your percentage. You can give re-exam for as many subjects as you want.

For example, if I scored low in English and Mathematics exam, then I can reapply for both exams and increase my percentage.

Incase, you score lower in re-exam, than your original marks remain intact.
