Now here is the thing ,what i can understand from your question is you want to prepare for upsc which is the ultimate focus and by the side you want to pursue your graduation also.
In this case you would require colleges which dont have strict attendance policy.
In my view if you are so focused and want to give your total attention to upsc apply to distant colleges .

For eg-IGNOU,NOU and DDE PU etc
