It is hard to predict actual rank but you may calculate your expected rank by this formula 100 - your total score) X 869010 /100.As per your percentile your expected rank will be around 156421.
If the number of candidates for April exam increased to 1200000 then your final rank shall be (100 - your total score) X 1200000/100.
Its difficult to tell exact qualifying marks for jee advanced eligibility but if you are getting more than 85 percentile score then you have decent chances to qualify for jee advanced.

Since, you have 82 percentile its unfortunate but you chances are less of qualifying JEE mains and so is your chances of getting into any top government college as your percentile is very low.
