Hello aspirant,
Well I am sorry to say , but you are not JEE Main qualified. The criteria to become JEE Main qualified is to first clear the required cutoff as per your category. The 2019 JEE Main cutoff for general category candidate is 89.75 percentile, whereas you have only 84 percentile which is low that the required. So as per the rules you are not JEE Main qualified. But still you can apply for colleges like NITs,IIITs,GFTIs through the JoSAA counselling process. However, you won't be able to get a seat in the first few rounds but might be able to get in the last rounds of JoSAA. So better attend the counselling and see which colleges and branches are you getting as per your JEE Main score/rank. You can apply for other colleges too those who accept admission through JEE Main score. In that case those colleges may not take part in JoSAA counselling, so you have attend their respective counselling session in order to get a seat.
You can go through this link and checkout the details regarding JoSAA counselling : https://engineering.careers360.com/articles/josaa-counselling
