The cut off percentile for the 1st round of counselling is 98.7410432 and for qualifying, its 45% percentile for OBC(NCL). And yes, you'll be eligible for counselling but not in the 1st round as the minimum percentile is mentioned in the notice by AIIMS. The notice for 2nd round will be published after the 1st and if your percentile falls within the predetermined cut off, then only you'll be eligible or else have to follow up the subsequent counselling(if vacant seats are available).

According to last year's cut off, the merit percentile was 99.1600595 with rank 3221 for OBC(NCL) and percentile 97.3549899 with rank 9973 for OBC which clearly gives you a exact picture that with your percentile its difficult to get a seat but there might be some hope for you as 6 new AIIMS has been introduced from this year.
