                Yes, you can get a seat in PEC aerospace engineeing with 96 percentile in JEE Mains 2019, as  previous year's cutoffs for Aerospace in PEC has been around 38000( between 95-96 percentile). And if you have home state quota, you can get the seat very easily.

To get Aerospace engineering in PEC, Chandigarh you need to have a rank under 37000. So, if your general category rank is under 37000 then you can get PEC, and you would have to wait for seventh round to get it.
