Hi Ashiq.Category classification doesnot depend on your rank.It depends on your course selection.That means if you get a good rank then you can get cse in vellore for first category.If you donot get good rank then you should go for the next category to get seat over there.And yes you can speak to students .Outsiders are allowed even without id cards.
