Hello aditya,
First of all you have to mention the name of exam in which you can not go for counselling.
There are different rule for different exam, some exam gives you a second chance. You to read the exam notification detail and detail about exam counselling.
I think you can join counseling. You have to mention the name of exam then we provide you a better help.
