As you have mentioned that you have got admission in the government college and you didn't joined it.. Well, your question is Incomplete you jave mentioned whether you got a government college through NEET or JEE mains.. But let me tell you that if you got a college through any of these exams then, YES!!! You are eligible to participate in the spot round.. In the special round, there is nothing to do with the previous rounds, because in this round you need to register freshly.. So, it really doesn't matters whether you have been allotted a seat or not in any of the rounds except the special round....
