If you are allocated to amrita college Chennai campus,  and you want to change to Bangalore campus and in case seats are empty, then sure you can shift out there. But I would tell you that there is not much difference in the two campus as same teaching aid , same placement companies are there in both of them. So it should not pose any problems at all
