Since you have not mentioned any exam I'm assuming you are talking about JEE - Main. So while admission in colleges through JEE - Main the rank from Common Rank list is considered but the cutoff ranks are different for different categories. The cutoff for Gen-Pwd is different but the official cutoff is given in terms of Common Rank List.
