I got CGPA 6.5 in Electrical Engineering. What are my chances of getting inducted into MS ELECTRICAL AND COMPUTER ENGINEERING .

The CGPA isnt just the parameter your IELTS bands GRE score your internships your research papers additional courses certification you have, language certificate level  for the country you are applying for, job experience and many more things matter...

as far I am concerned for getting admission into good college abroad you require 
10 Marks
12 Marks
BE/BTECH CGPA
Research papers 
Internships
Co curricular activities
But apart from this what matters is your knowledge your research papers and ultimately do you have the passion for this  if you have good interest then definitely you can get your desired college Marks do matter but not large enough but your research and talent will surely reach you out to your destination :p
