For FW programs, there are only 5% seats of total available and for that you must have filled the EWS or similar field during your counselling to prove your low financial state. The conditions being that the annual income should be less than 6 lacs to avail this scheme and to choose FW shift 1. So if you fulfil that criteria, then yes you can get what you're looking for.
