Based on previous years trends and your rank it's difficult for you to get admission in NIT. However you can get following colleges with your rank:
Indian institute of information technology, Bhagalpur
Delhi technological University, Delhi
IIIT, Surat
IIIT Vadodara
IIIT Dharwad
You can also get admission in following NITs:
NIT Durgapur/ chemical 5 years
NIT Arunachal Pradesh/ civil engineering.

You have got an obc rank of 3.6k but for the JEE main paper 2 this kind of rank is out of consideration because there are only 3-5 colleges participating in josaa counseling through which the seats in the National institute of technologys are allotted, there is no chance for you getting into NITs.
The government colleges which offer such b.arch course are very less in number, you should check out the government colleges in your state which offer such course so that you may have state quota , but your chances are very minimum. Let's hope for the best.

You will not get any NIT with this rank. The cutoff for NIT Goes from 1000-3000 for general category.
