i got seat allotment in first phase of ts eapcet and i self reported and i attempted 2nd phase conselling and also seat alloted and I didn't like the college got in 2nd phase can i get 1st phase seat...?

Unfortunately, you cannot retrieve your first-phase seat in TS EAPCET after accepting a seat in the second phase.
