Hello aspirant, you cannot upgrade your seat in both the states.., there will be no chances for you to do that so.., when you register yourself in any state  by regarding your details then it gets registered with your whole details.., then when you try to upgrade it in another you getthe meassage saying you already registered so you cannot have the chance to upgrade on both..., hope you got myanswer all the best.
