I am sorry to inform you that since you failed to report to the college which you got in first round of couselling, you can not get that seat back . 

Since you have surrendered the seat in first round and did not get a seat in second round , you can participate in mop up round. You can put the same options you did in round 1 if seats are available . You will be able to see that in the seat matrix .
