You need to produce the EWS certificate at the time of counselling inorder to avail the EWS quota benefit. If you are sure you will be getting the same before counselling, You may apply under EWS. Usually it takes 10-15 days maximum to issue the certificate by the government authorities. So if you are confident in getting the same, go with EWS other wise apply as General candidate. if any doubts, pls feel free to ask.
