According to your question, You attended counselling of your college, you paid the fees in the college.
But you never attended.
Now you need to make sure if the college accepts admission through CAP or management quota is fine for you. I would like you to find that out first. Also, previous test scores may not be applicable this yer. So you may have to retake a few tests / competitive exams. 
Contact your desired college authorities as they may still have your name on the register roll as a student and it may become easy for you to enter your college once again through that way.
