I would request you to kindly mention the name of the counselling in which you are taking part so that I would be able to guide you in a more organized and accurate manner.

But on a general basis if you want to cancel your seat from the ongoing counselling then you can do it by choosing the withdraw your seat option but if your counselling has ended and you haven't joined the seat then your refund would be difficult.
