Hello student ,

 Yeah ! You can appear for this exam ,but every state give reservation to their own state student , so may they will not give you that reservation ,if you have residencial certificate of UP ,may they will give you, well these things specially you will have to visit the college to know,as you mention your parents are living before that in UP ,so you are from UP, i think .

If not then you will not get reservation by any means,but you can surely apply for this exam .
