You have not mentioned clearly for which counselling you are talking about.

Though, for online counselling (ALLOTMENT PROCESS) FOR NEET 15% AIQ/DEEMED/CENTRAL UNIVERSITIES/ESIC & AFMC (MBBS/BDS) SEATS – 2019, the 1st round result has been published and the students who have not locked their choices up to 5.00 PM of the last date of locking, then it  was locked by the system at 5.00 PM of the last date of locking.

However, there can be different procedure for state counsellings.
