Let me clear it if you have state residential certificate only (of any state like puduchery /orrisa) ,you will be eligible as general candidate of that state whose certificate you want to use.
If you have caste certificate and residential certificate (of any state like puduchery /orrisa),you will be eligible as OBC candidate of that state whose certificate you want to use.
So it doesn't matter from where you are and in which state you are married, if you have certificate then only you are eligible otherwise not.
If you have obc from puduchery its means you can use obc certificate for puduchery only ,for orrisa you will be general candidate.

If you want to gain admission through All India 15%, you have to submit the domicile certificate from Orissa as a proof. And if you are not opting for any reservation, you will be considered a general candidate. Sometimes some castes in some states might have reservations while the same caste in another state becomes a general category. Having no reservation but opting for one might be against law but foregoing any reservations and benefits is fine. You can opt for OBC in all India and then be a general candidate for Orissa.
