Yes with such good rank I am sure you'll be able to get VIT vellore and the cut offs for CSE and other branches changes every years as the cut offs may depends upon various factors like number of applicants fill the form, number of applicants finally appeared in the exam, number of questions asked in the exam, difficulty level of the exam, performance of the candidate, previous year's cut offs trends but if you look at the cut offs for CSE from past 2-3 years they were less than 10k the cut off for cse in 2017 was around 7k though this years's cut offs aren't out yet but I think you'll be able to get what you want very easily and that too in the main campus.
